Dr Eugene Shum is Director, Community Partnership at the SingHealth Office of Regional Health, and Chief Community Development Officer at Changi General Hospital. He has extensive experience in community engagement and facilitates the integration of health and social care services in the community. Through partnerships with community organisations, he has developed pioneering health-social initiatives such as the Neighbours for Active Living programme and CareLine, a 24/7 nationwide telecare service. Dr Shum was previously Director, Medical Affairs and Innovation at Khoo Teck Puat Hospital. He has held various portfolios at the Ministry of Health, Singapore.

Dr Shum is a preventive medicine physician. He obtained his MBSS from the National University of Singapore and his Master of Public Health from the Bloomberg School of Public Health, Johns Hopkins University. He is Adjunct Associate Professor at the Saw Swee Hock School of Public Health, National University of Singapore.

Community Partnership and Engagement - Perspectives from the Regional Health System

The community care landscape in Singapore has grown and evolved rapidly over the past years to meet the needs of an ageing population. In 2023, with the launch of Healthier SG, the healthcare clusters were given the additional role as regional health managers where they actively coordinated and oversaw partnerships in the community.
 
Community partnership and engagement are key components of population health. At SingHealth, the partnerships and collaboration span across a wide range of organisations from government agencies to social service organisations and informal networks. The engagement with community organisations takes place at 3 levels – strategic leadership, local leadership, and professional teams.  Over the years, we have built and nurtured strong relationships with community partners and developed innovative initiatives together. More recently, we have partnered with the Singapore University of Design and Technology to explore new frontiers in the built environment.
