Regulatory and Funding Matters

For In-Vitro Fertilization (IVF):

  1. IVF counselling is mandatory under Ministry of Health guidelines.
  2. There may be waiting time before starting program.
  3. Limits on age and number of IVF attempts.

For IVF and Frozen Embryo Transfer (FET):

  • The estimated cost of IVF treatment is $15,000 - $18,000
  • An initial deposit of at least $5,000 is required before starting treatment (for Singapore Citizens)
  • Different rates apply for foreigners and non-residents
  • Government co-funding and Medisave applicable if one of the spouses is a Singaporean and the wife must be under 40 years of age at the start of the IVF treatment.
  • Government co-funding rates:
    • Singapore Citizen couples: 75% up to $7,700 (IVF), $2,200 (FET)
    • Singapore Citizen-PR couples: 55% up to $5,700 (IVF), $1,600 (FET)
    • Singapore Citizen-Non Resident couples: 35% up to $3,600 (IVF), $1,000 (FET)
  • Medisave can be used with a lifetime cumulative limit of $15,000:
    • First cycle: up to $6,000
    • Second cycle: up to $5,000
    • Third and subsequent cycles: up to $4,000

For Neonatal Insurance:

Following the introduction of MediShield Life and the MediSave Grant for Newborns, the Ministry has decided to remove the requirement for couples to purchase ARP insurance for neonatal care before undergoing IVF. This change took effect from 1 April 2019.

Notwithstanding the removal of the requirement, couples who wish to have additional coverage beyond MediShield Life and MediSave may still purchase ARP insurance or other maternity insurance plans in the private
insurance market to meet their needs.

Under Ministry of Health guidelines, CARE does not practice:

  • Sex selection unless medically indicated.
